Migrating from RESPOND! employee health software

carefoundryESC migrates data from RESPOND! — ICPA's legacy hospital employee health system, later sold as BD Protect Healthcare Worker Safety — free on every annual plan. If your facility still runs a RESPOND! or BD Protect install, here is what happened to the product, what that means for your data, and how the migration works.

What RESPOND! was

RESPOND! was employee health software for hospitals built by Infection Control & Prevention Analysts, Inc. (ICPA) of Austin, Texas — a company that described itself as "staffed by physicians and nurses who have been trained at the Centers for Disease Control and Prevention." The product line dated to 1989, and ICPA reported it licensed to over 1,100 healthcare organizations. Its modules covered tests and exams, vaccines, exposures (including the sharps injury log), work-related injuries and illnesses, absenteeism, and in-service education, with OSHA 300 reporting — essentially the same ground a modern employee health platform covers. It ran as on-premise Windows client/server software, one server install per network.

What happened to it

BD (Becton Dickinson) acquired ICPA's software business in August 2009 and relaunched the product family in March 2010 as BD Protect™ — with the employee health system becoming "BD Protect™ Healthcare Worker Safety." According to a 2012 press release by Axion Health (then a competing vendor), RESPOND! customers were told in 2011 that support was ending, with no replacement planned. Today ICPA's old website redirects to a BD microbiology page, and BD's current portfolio contains no employee health product — there is no BD successor system for RESPOND! or BD Protect Healthcare Worker Safety customers to upgrade into.

For facilities still running it, that means an unsupported, on-premise Windows system holding decades of employee health history — records subject to OSHA’s duration-of-employment-plus-30-years medical record retention rule (29 CFR 1910.1020) among them — with no vendor behind it.
